NEW YORK (AP) _ America Online Inc., the computer online service that naysayers once said would surely be crushed by Microsoft or the Internet, has emerged as a newly formidable competitor with its deal to buy Netscape Communications Corp.

The $4.2 billion merger announced Tuesday, combining AOL's consumer-focused service and Netscape's strength with business customers, could fundamentally alter the balance of power on the Internet.

While AOL is already the world's largest Internet access and online service provider, the deal gives the company important advantages in its battle with Microsoft Corp. Together, Netscape's and AOL's sites reach a staggering 70 percent of all people who access the Internet, according to NetRatings, a research firm.

MOUNTAIN VIEW, Calif. (AP) - Netscape Communications Corp. on Tuesday reported a quarterly profit of $2.7 million, meeting Wall Street expectations on the day it agreed to be bought by America Online Inc. for $4.2 billion.

Netscape credited stronger sales from its World Wide Web site and its business software. Revenues rose to a record $162 million for the quarter, compared with $152 million in the final quarter of 1997.

Netscape's profit came to 3 cents a share on a diluted basis in the three months ended Oct. 31, compared with a profit of $10.2 million, or 10 cents a diluted share, in the quarter ended Sept. 30, 1997. Analysts surveyed by First Call had predicted earnings of 3 cents a share.

WASHINGTON (AP) - The government reported the worst drop in corporate profits in nearly nine years on Tuesday, even as stock prices hovered near record highs.

Economists predict earnings could fall again next year and say they fear the market is vulnerable to another downturn, perhaps worse than the Dow's 19 percent plummet between July 17 and Aug. 31.

So why did the Dow Jones industrial average begin the week by shooting to a record high? Many attribute the market's startlingly swift recovery since early October to a shortsighted focus on recent interest-rate cuts and on a spate of corporate mergers, including Tuesday's announcement that America Online will buy Netscape for $4.2 billion.

WASHINGTON (AP) - Fairness in home mortgage lending to blacks and Hispanics has improved in recent years, but a survey indicates that much of the new lending to blacks appears to come from subprime mortgages, loans with higher interest rates.

Officials of the National Community Reinvestment Coalition, in releasing the study Tuesday, said they were concerned that after a few years of progress starting in 1994, the gap between minorities and whites being denied home mortgages widened again in 1996-97.

The study was based on data submitted to the federal government by banks, thrifts and mortgage companies. It is consistent with a government survey issued last summer showing that financial institutions are turning down blacks, Hispanics and American Indians for home mortgage loans more often than whites, no matter what their income.

PLANO, Texas (AP) - In a move that will bolster its already profitable Eckerd drug store division, J.C. Penney Co. Inc. will buy Genovese Drug Stores for $432 million in stock and assume $60 million of debt.

The deal announced Tuesday will give Penney a greater presence in the New York area, where Melville, N.Y.-based Genovese operates 141 drugstores. The Genovese stores will be renamed Eckerd.

The deal adds another strong drug chain to its Eckerd division, which have be a good source of profits for the Plano, Texas-based retailer since it was acquired last year. Its department stores, meanwhile, have been struggling.

NEW YORK (AP) - Former Nickelodeon boss Geraldine Laybourne is enlisting some A-list partners in her new company's first television venture - a cable channel aimed exclusively at women.

Laybourne's Oxygen Media announced Tuesday it will team with Oprah Winfrey and ``Roseanne'' producer Marcy Carsey's company to create the Oxygen channel, which will provide entertainment, news and sports for women. Oxygen will compete with Lifetime, the only established cable channel that caters directly to women. Lifetime, which is already seen in 72 million homes, has consisted mainly of movies and reruns but recently added women's basketball and original programs to broaden its appeal. Oxygen hopes to attract younger working women and teen-agers.

WASHINGTON (AP) - Exxon has recalled shipments of aviation fuel used for prop planes and helicopters after learning that it failed to meet certain specification standards, company officials said Tuesday.

The fuel problem will not cause plane engines to fail, but the company decided to recall it in an ``abundance of precaution,'' said Dave Gardner, spokesman for the Houston-based Exxon USA.

Exxon officials would not reveal how many airports were affected by the recall, but some municipal airports in the Washington area grounded their planes after receiving word that the fuel did not meet Exxon specifications.

MIAMI (AP) - Philip Morris Inc. ended some experiments aimed at producing safer cigarettes when the tests showed promise, a former company scientist testified Tuesday.

Ian Uydess said that after three months of research, the nation's largest cigarette maker terminated one effort aimed at removing nitrates from tobacco. The project used bacteria to get rid of nitrates, a major component of nitrosamines, which may cause cancer.

``We were told it was shelved, that the company wasn't going to use it for product quality reasons or whatever, which really surprised me,'' Uydess testified in a $200 billion class-action lawsuit brought by sick Florida smokers against six tobacco companies and two industry groups.

BEVERLY HILLS, Calif. (AP) - Hilton Hotels Corp. shareholders have voted to spin off the company's casinos in a move that will enable Hilton to focus on its more lucrative lodging business.

Shareholders on Tuesday approved the plan to make the casino unit a separate company. They also voted to merge the new gambling entity, to be called Park Place Entertainment Corp., with the Mississippi operations of Grand Casinos Inc.

In a separate vote on Tuesday, Grand Casinos shareholders also approved the merger.

MOSCOW (AP) - The International Monetary Fund is still critical of Russia's approach to tackling its economic crisis and is reluctant to release billions of dollars in crucial loans, officials said Tuesday.

Meanwhile, the deputy chairman of the Central Bank said the bank could only provide $1.7 billion to bail out the crippled banking sector. The money could save a few hundred banks, but hundreds more are likely to fold.

Prime Minister Yevgeny Primakov's Cabinet has been pushing the IMF to release the next installment of a frozen $22.6 billion aid package that the government says it needs to pay off huge domestic and foreign debts.

NSW:Tattoo parlour targeted in arson attack

SYDNEY, Dec 6 AAP - A tattoo parlour in Sydney's northwest has been targeted by arsonists.

Fire erupted at the Naked Gun II shop in George Street, South Windsor about 1am (AEDT)
on Tuesday.

The shop reportedly has links to bikie gangs and was targeted in a shooting in October 2010.

The arson attack damaged the shop and part of an upstairs unit.

It is not clear if the incident is linked to the stabbing of a 15-year-old boy at a
car workshop in Minchinbury on Monday.

The boy, named as Hayden Burnes, was reportedly the son of a Lone Wolf bikie gang member.

QLD:Childers woman named Qld's mum of the year

BRISBANE, April 1 AAP - A grandmother who has fostered more than 100 children in the
past three decades has been named Queensland's Mother of the Year.

Jan Kime, of Childers, north of Brisbane, was announced as the state's finalist in
the Barnardos Australia's Mother of the Year Awards in Brisbane on Friday.

The 64-year-old says she's shocked, humbled and honoured by the award.

She started fostering 37 years ago and has two children of her own and four grandchildren.

Ms Kime has cared for more than 100 foster children and currently has five children in her care.

Her daughter Cynthia Cook, who nominated her, said her mum was a rock for many.

"My mum's door is always open," Ms Cook said.

"She is a positive and encouraging influence on everyone she meets and does all she
can to help others with great care and joy."

Ms Kime, along with the other state and territory finalists, is in the running to be
named Barnardos Australia's Mother of the Year 2011.

The winner will be announced at a gala dinner in Sydney on May 5.

NSW:Wagga residents allowed home

SYDNEY, Dec 10 AAP - Evacuated residents in flood-ravaged Wagga Wagga have been given
the all-clear to return home.

The State Emergency Service (SES) said at 1pm (AEDT) on Friday it was safe for residents
to go back to their properties.

About 50 residents in east Wagga and nearby Gumly Gumly were allowed back on Thursday.

"Hopefully the rest of the city is now returning to their homes and getting on top
of things," an SES spokeswoman told AAP.

About 650 people were evacuated at the weekend after storms and heavy rain lashed the
region, west of Canberra, causing flash flooding and closing roads.

The SES said the Murrumbidgee River will peak on Friday at nine metres - not enough
to cause "significant impacts" at Wagga Wagga.

The Brazilian supermodel has said in an interview that breastfeeding helped her keep
her figure after childbirth .. and that it should be enforced by law.

President Dr ANDREW PESCE says while the AMA promotes breastfeeding .. the association
believes it's a matter of personal choice .. not law enforcement.

The Australian Breast Feeding Association has applauded BUNDCHEN for speaking from
the heart .. but it's also distanced itself from her comments by saying women shouldn't
be told what to do.

CANBERRA, Dec 21 AAP - The federal opposition says it should be offered a copy of the
Henry Tax Review if there is to be a proper political debate on an overhaul of the nation's
tax system - the first in 50 years.

Treasury secretary and chairman of the review Ken Henry is due to hand over the review
to the government any day now, but the government has said it won't be taking up any recommendations
until early next year.

The `root and branch' review has been 18 months in the making and has been scrutinising
all three levels of government taxes - federal, state and local government.

Media speculation has been rife about what the review contains.

But whatever is in the report, opposition treasury spokesman Joe Hockey said the coalition
should be given the opportunity to see it.

"We have been asking the government to provide us with a copy of the Henry Tax Review,
otherwise the government ends up running a political agenda and not a real reform agenda,"

Mr Hockey told ABC Radio on Monday.

"They have senior public servants that have designed the report, and it's going to
be the same senior public servants that are going to write the government's response which
comes out in March or April."

This, he said, would be far too close to the election to be able to have a properly
informed debate about tax prior to the Australian ballot.

Depending which media outlet you read or listen to, the report is 500 or 1,000 pages
in size - more than enough reading material for Treasurer Wayne Swan to consider during
the parliamentary winter recess.

Among its recommendations it will scrap the need for annual tax returns, cut company
tax for non-resources firms, make the wealthier pay more, tax motorists on how far they
drive and provide incentives for people to come off welfare and work longer.

Or will it?

"As I've said on so many occasions, there will be speculation about what may or may
not be in the Henry Review," Mr Swan told reporters in Canberra on Sunday.

"We will deal with it early next year. I guess there will be an enormous amount of
speculation - much of it inaccurate - between now and then."

Mr Swan has already indicated that the review will provide a 10-year plan for tax reform,
although there will be some issues the government can deal with immediately.

The only tax not included in the review is GST.

In the past year Dr Henry has been touring the country getting feedback from the community.

In an initial Treasury report on the tax system released to the review panel late last
year, it showed there are no fewer than 125 taxes.

"It turns out that there are more taxes in Australia than there are northern hairy-nosed
wombats," Dr Henry, who is also a native wildlife carer, quipped at the time.

"Clearly taxes are not an endangered species."

Dr Henry has said he is aiming for an ambitious overhaul of what has become a complex,
"ad hoc" system, making it more equitable and simpler.

Qld: Truck driver survives second serious crash

A truck driver who lost a leg in an earlier crash has climbed 50 metres up an embankment
to raise help after another accident in Queensland early this morning.

Police say the 45-year-old lost control of his B-double truck on a bend in the D'Aguilar
Highway at Moore .. north-west of Brisbane .. about 1am.

The truck then slid down an embankment on the Blackbutt range.

A spokeswoman for CareFlight says the man from Ormeau .. south of Brisbane .. suffered
severe lacerations and a suspected kidney injury but was able to crawl back up to the
road to find help.

She says he was taken to Esk Hospital and then flown to Royal Brisbane Hospital for
more treatment.

BRISBANE, April 2 AAP - Strong winds have brought down powerlines and cut power to
over 5,000 residents in southeast Queensland.

A strong weather warning has been issued for the state's southeast, with continuous
rain and winds of up to 60km/h predicted for Brisbane throughout Thursday.

Energex spokesman Danny Donald said while power had been restored in most areas, the
worst was still to come.

"It will be a busy day; we expect even more power outages from these high winds," Mr Donald said.

Bureau of Meteorology forecaster Brett Harrison said there was a strong wind warning
out for coastal areas between Fraser Island's Sandy Cape and Coolangatta.

"We're seeing pretty strong and gusty winds in coastal regions throughout," he said.

"We could see gusts getting up to 50 to 60km/h in the Brisbane region."

The Brisbane and Gold Coast areas have received continuous rain since midnight, with
36mm recorded at Mt Tamborine and up to 20mm recorded throughout the Gold Coast region.

Mr Harrison said the rain was starting to pick up in areas around Brisbane and expected
it to continue until 1pm (AEST) on Thursday.

A State Emergency Service spokesman said its staff was on standby.

NSW: Man charged over skateboard bashing

SYDNEY, Aug 29 AAP - A young man has been charged with causing critical head injuries
to a man bashed with a skateboard in a northwest Sydney park, police say.

The injury was so serious that a police officer had to drive the ambulance to the Royal
North Shore Hospital to enable both paramedics to treat the man.

The 25-year-old from North Ryde was attacked near Macquarie University, on Culloden
Road at Marsfield, at about 3am (AEST) today.

"The person has allegedly been hit and ... he has fallen backwards," a NSW Ambulance
Service spokesman told AAP today.

Paramedics arrived to find him unconscious with what appeared to be a closed head injury.

"He needed urgent transport to hospital ... without waiting for any back-up ambulances,"

the ambulance spokesman said.

"There was a request for a police officer to drive the vehicle to (Royal) North Shore."

A 20-year-old Marsfield man presented himself to police earlier today in relation to
the incident.

He has been charged him with causing grievous bodily harm with intent and is expected
to appear in Ryde Local Court later today.

"Detectives will allege there was an altercation, fuelled by alcohol, following a student
function," a police statement read.

The victim remains in a critical condition in Royal North Shore hospital with head injuries.

Mr Rudd said out of the $150 million, $50 million was on top of money already promised.

COAG has agreed to meet on a quarterly basis in 2008 and major announcements would
not be made at each meetings.

Instead it would become part of the working machinery of the nation, Mr Rudd said.

"We intend to turn COAG into a workhorse for the nation."

Mr Rudd said a major area of reform would be special purpose payments, which the commonwealth
wanted to link more closely to the performance of states and territories.

Incentive payments for making improvements would be made by the commonwealth, he said.

"Special purpose payments (SPP) are part of the deep structure, folklore and mysticism
of commonwealth-state relations," Mr Rudd said.

"If you have worked in these areas before, as I have, they are a source of frustration
at multiple levels given the multiplicity of them and the way they have been designed.

"We intend to take a different view.

"We want to see the SPPs rationalised in the future, we want to see the SPPs - special
purpose payments - increasingly reflect a combination of outcomes and outputs so that
people can measure whether the money which is being invested is actually delivering real
and improved services for the Australian community.

"And secondly, consistent with that new measured approach, we the commonwealth are
prepared to embrace incentive payments for the states. And that is a departure from the
past."

62-year-old WILLIAM DAVID WALLADER has pleaded not guilty to nine counts of possessing
a counterfeit prescribed security.

WALLADER was allegedly caught with the bonds .. with a face value of 1.3 billion US
dollars ($A1.53 billion) .. in his possession in March 2005 .. during proceedings in an
unrelated civil case.

SYDNEY, Feb 15 AAP - Network Seven chalked up Wednesday as another evening of primetime
dominance, filling the top five slots for last night's most-watched programs.

Seven has now won the first Monday, Tuesday and Wednesday nights of the official TV
ratings season, losing only Sunday to the Nine Network's broadcast of the cricket.

This Sunday will be the toughest test yet as Nine returns its current affairs flagship
60 Minutes to the 7.30pm slot against Seven's American hit Ugly Betty.

But last night, in what was weak figures overall with no show rating more than 1.5
million viewers, Seven reigned supreme.

The new series of Border Security was watched by 1.45 million viewers and Today Tonight's
continued Jodi Power-Mercedes Corby saga drew an audience of 1.4 million, to finish the
night first and second, respectively. However, it was Today Tonight's lowest audience
of the week.

While the sharp supernatural drama Heroes finished the night third, its 1.3 million
viewers were down on last week's 1.6 million. Its January 31 launch attracted 2.1 million
viewers.

Network Ten's House broke Seven's run finishing as the night's sixth most popular program,
although it dropped from 1.6 million last week to 1.23 million.

Seven's SCU: Serious Crash Unit and Seven News rounded out the top five.

Nine joined the party with McLeod's Daughters (1.15 million) in seventh spot, ahead
of A Current Affair with 1.1 million viewers.

The series return of Spicks and Specks, with Adam Hills, nudged one million viewers for the ABC.

Ten's The Biggest Loser fell below the one million milestone once again, but the network
will be more concerned with its game show The Con Test, which has slipped from around
one million viewers to an almost axe-worthy 692,000.

after his style was given the thumbs up by his wife Heather today.

While accident-prone Liberal Leader Bruce Flegg is getting tips from the deportment
and grooming company June Dally-Watkins, Mrs Beattie today said her husband did not need
a makeover because his look was "not so bad".

Mr Beattie, clearly buoyed by the comment despite a newspaper report that he was "getting
thin on top" and needed a good trim, said that was all the advice he needed.

"The reality is I am thinning on top, that's the problem of being 53 years of age,
and I'm not in a (former prime minister and dapper dresser) Paul Keating class, I've never
sought to be a flashy dresser," he said.

"What you see with me is what you get.

"If my missus says that I look ok, that'll do me."

CANBERRA, Dec 23 AAP - A property near the NSW and Victorian border has been quarantined
after one of the birds recorded a weak reaction to an avian influenza test.

It is the first time Australian officials have isolated a property in response to concerns
about avian flu, which has killed more than 70 people through Asia since 2003.

Agriculture Minister Peter McGauran today said the quarantining of the property, near
Wentworth, a town on the Murray-Darling River junction just north of Mildura, was a precautionary
measure.

The chicken was originally tested by the state laboratory because it was suspected
of having the common Marek's disease.

Mr McGauran said tests had excluded the highly pathogenic AI (HPAI) form of bird flu,
of with the deadly H5N1 is a strain.

He said samples had been sent to the CSIRO Australian Animal Health Laboratory (AAHL)
for further testing.

"While there is no evidence of any outbreak of avian influenza on the property, it
has been placed under quarantine as a precautionary measure," he said.

"This is consistent with Australia's conservative approach to managing animal health
and disease risks."

Investigators had visited the property and found no sick or dead birds in the flock.

"Of the range of tests concluded, all were clearly negative except for some molecular
tests which gave some weak inconclusive results," Mr McGauran said.

Further tests were conducted today. Initial results from those tests are expected within
24 hours but full results could take up to two weeks.

Mr McGauran said Australia's chief veterinary officer, Gardner Murray, had discussed
the available information with his Victorian and NSW counterparts and AAHL scientists.

"Their judgment, based on both the initial laboratory and field situation, is that
it is most unlikely that HPAI is present," he said.

A spokeswoman for Mr McGauran said it was 99.9 per cent likely that the chickens did
not have avian influenza or any strain of the virus.

"It is the remotest of possibilities that this is a case of avian influenza," she said.

MELBOURNE, Aug 20 AAP - A "breathtaking" $12 million festival will put some of the
world's best performers in Melbourne for next year's Commonwealth Games, Victorian Premier
Steve Bracks announced today.

Festival Melbourne 2006, jointly funded by the state and federal government, will also
take performances to regional centres Ballarat, Bendigo, Geelong and Moe.

About 2,000 artists and performers will take part in the event, providing about 600
free performances.

A dedicated youth space at the Docklands will offer music and visual arts for people
aged 16 to 30 and a separate visual arts program will also be on display.

The premier said Melbourne would follow its strong arts-sports tradition after hosting
the world's first Olympic arts festival in 1956.

The 1956 festival cost 4,000 pounds, he said.

Launching the festival today, federal Arts and Sports Minister Rod Kemp said no other
Commonwealth Games had embarked on such an ambitious cultural program.

Arts companies from some of the 71 Commonwealth nations would form part of the event,
Mr Kemp said.

Event organiser Sue Nattrass said the festival was shaping up to be "breathtaking".

Officials at this morning's launch at Federation Square received a vibrant taste of
what Melbourne can expect - breakdancers, circus performers, roving percussionists, a
roller-skating hula-hoop act and Bollywood dance troop entertained the crowd beneath a
pair of performers on swaying poles.

Live sites, such as those used during the Sydney 2000 Olympics, will be set up in Melbourne
and country Victoria, and screen games and festival events, Mr Bracks said.

The festival will begin in the weeks leading up to the games next March and some events
will run after the games have finished.

SYDNEY, April 15 AAP - Depending on who you ask, Australian Cardinal George Pell is
either a strong leader who can unify the Catholic Church internationally or an incredibly
divisive force.

The Archbishop of Sydney became only the seventh Australian to rise to the post of
cardinal and be accepted into the pope's inner circle of close advisers in October 2003.

Now, the controversial Dr Pell is preparing to take his place in the Sistine Chapel
with 115 of the church's cardinals.

Meeting from Monday, this conclave will pick a new pope to replace Polish-born Pope
John Paul II who died on April 2 aged 84 after a 26-year reign.

For Dr Pell, it's a far cry from the teenager who signed a professional contract with
Richmond Football Club in 1959.

After a dramatic change in career direction, he turned his back on the professional
game and attended Melbourne's Corpus Christi Seminary before being ordained in 1966.

Frequently a figure of controversy, Dr Pell has been accused of driving away gay worshippers
by refusing them communion and alienating women by resisting the ordination of female
priests.

His move from Melbourne to Sydney was met with howls of protest from representatives
of both groups and his elevation to cardinal disappointed moderate followers who felt
his values were not in line with the majority of Australian Catholics.

But the cardinal attracted praise over his handling of allegations in 2002 that he
had sexually abused a Victorian boy 40 years earlier.

Dr Pell stepped aside as Archbishop of Sydney until his name was cleared by an independent
inquiry set up by the church.

The cardinal, a close friend of the late pope, was again propelled into the limelight
this week when conservative Italian newspaper Il Giornale picked him as as one of its
18 frontrunners to replace John Paul.

The national newspaper, owned by the brother of Italian Prime Minister Silvio Berlusconi,
praised Dr Pell's communication skills and wide travel in a feature on its 18 papal favourites.

"The Archbishop of Sydney, George Pell, is the portrait of an outsider and punters
looking for a surprise win mustn't disregard this athletic ex-football player, a born
fighter on whom John Paul II depended a great deal and who is well regarded by bishops
the world over," the newspaper said.

But critics and friends of the 63-year-old Australian cardinal were quick to point
out that the newspaper article was published subsequently to a commitment by all cardinals
to cease any commentary on the conclave.

"I'd say that this is speculation outside the College of Cardinals because they have
now accepted they would not speak to the media between now and the commencement of the
conclave," said Bishop Julian Porteous, who is acting in Dr Pell's position while he is
in Rome.

"It's not really reflective necessarily of the view of the cardinals, it's really reflecting
the view of other people looking on from the outside."

Dr Pell was conscious of the broad issues confronting the church and would make a good
successor to John Paul.

"I certainly think that while the cardinal has been very active here in Australia ...

he also has been exercising a role at an international level in a variety of ways," Bishop
Porteous said.

"Anybody who became pope would have to be conscious of the universal church ... (and
have) a broader awareness of the needs of the church.

"Cardinal Pell has certainly been involved enough to have that - he's been involved
in a number of synods, he's been involved in a number of meetings that would have given
him a consciousness of things that are happening across the church and he's visited a
number of countries.

"He's a man who has strong leadership and I think obviously that's a very important
quality in a man who is going to be leading a church of over a billion people."

Even if he failed to land Catholicism's top job, Dr Pell could still find himself called
to Rome to take up a congregation - or area of leadership at the Vatican, Bishop Porteous
said.

"He was certainly conscious of the particular work the pope was seeking to achieve
in the church and very much a supporter of the work of the pope."

But Catholic commentator and ex-priest, Australian Paul Collins, said Dr Pell was a
long shot for the papacy because he had a reputation as a divisive force.

"The likelihood of (Dr Pell) being elected, I'd describe it as minuscule," Dr Collins said.

The conclave would not be looking to elect a "clone" of the conservative John Paul,
rather aiming for a unifying and reconciling pope - characteristics which were not attributable
to Dr Pell, he said.

"I would have thought that even in Rome they're now starting to perceive that Cardinal
Pell's reputation is a relatively divisive one," Dr Collins said.

"This is the man who describes large numbers of Catholics in Australia who see themselves
as moderately progressive, ... (as) passe.

"They're looking for a reconciler who will bring about a level of devolution of power,
of decentralisation.

"Someone who will begin to recognise that the Papacy isn't a kind of an oracle and
that the Bishop of Rome is just that, he is the Bishop of Rome and the equal to all other
Bishops."

Dr Pell himself has previously downplayed his chances.

"I wouldn't advise any of my friends to be investing too much. As I said at home, if
you've got a little bit of form on a country track it doesn't make you one of the favourites
for the Melbourne Cup," he said recently.

Dar Al Atta funds IT training of 18 girls.

Muscat: Dar Al Atta will support Amideast financially to train 18 young Omani high school graduates from Al Seefah in information technology (IT).

The graduates will be trained on how to use Microsoft Office applications and Internet, so they would be able to transfer these skills into their working lives.

Maryam Al Zedjali, head of Dar Al Atta, and Mohammed Al Touqi, a representative from Amideast, signed the agreement recently.

Maryam Al Zedjali said: "The launch of our latest programme in association with Amideast will provide the girls with the essential training they will need when they are working. The ability to be able to write documents using MS Office Word and create presentations and spreadsheets is essential as well as the ability to be able to search the Internet when researching in preparation for particular projects.

ANTI-CYBERBULLYING VIDEO CONTEST WINNERS TO MEET WIKIPEDIA FOUNDER.

One graduate student and three Georgetown alumni will meet with Wikipedia founder Jimmy Wales June 13 as winners of a video contest sponsored by a Georgetown graduate program and CiviliNation.

The winners' prize is a private dinner with Wales and Andrea Weckerle, founder of CiviliNation, a nonprofit devoted to minimizing bullying, hate speech and other forms of harassment across online platforms.

Wales is a member of the nonprofit's board of directors. Both will speak on campus about online civility before the private dinner.

They each recorded a video of themselves talking about cyber civility.

"I wanted to emphasize how bad cyberbullying can be to the victims and how it can even lead to death," Cho said of her video, in which she explains her views about the topic.

She said that in her native South Korea, many celebrities suffer from severe depression because of malicious online comments and rumors and that several young female celebrities killed themselves several years ago.

Raising Awareness

"I strongly believe that this tragedy should never happen again so I am taking a stand for cyber civility," Cho said.

Kunnath said being recognized for her video " means a lot to me."

"Younger generations are learning to use the Internet much earlier," she said, "which is why a healthy online environment is important and essential in preventing cyberbullying. I hope my video will raise awareness and inspire others to take a stand and put a stop to these hateful and harmful acts."

Taking a Stand

The technology management program and CiviliNation asked students in School of Continuing Studies programs to submit 15- to 30-second videos promoting online civility, responsible online engagement and free speech worldwide.

About 50 students ended up submitting videos.

Technology management students and alumni Phuong Nguyen (G'11), Maura Imparato (G'12) and Kevin McDonald (G'11) led the project as a gift to the technology management program, which had its first graduating class this past May.

Georgetown Values

"Our program in technology management is new, so it's good for me to see that our students saw Georgetown's values and missions within something like technology," said Beverly Magda, associate dean of the program.

Students in SCS's master's programs in public relations and journalism also contributed to the project by promoting the contest and helping participants record their videos.

Kilroy Realty Corporation Reports First Quarter Financial Results.(Financial report)

Kilroy Realty Corporation (NYSE: KRC) reported financial results for its first quarter ended March 31, 2011 with net income available to common stockholders of $1.0 million, or $0.01 per share, compared to $4.9 million, or $0.11 per share, in the first quarter of 2010. Revenues in the first quarter totaled $88.1 million, up from $66.8 million in the prior year's first quarter. Funds from operations (FFO) for the period totaled $30.1 million, or $0.55 per share, compared to $25.8 million, or $0.57 per share, in the year-earlier period.

In the first quarter of 2011 the company incurred approximately $0.03 per share of litigation related expenses and approximately $0.01 per share of acquisition related expenses, and received a payment of approximately $0.01 per share related to a previously disclosed tenant default issue. All per share amounts in this report are presented on a diluted basis.

As previously reported, in January KRC completed its third acquisition in the South Financial District of San Francisco, purchasing 250 Brannan Street for approximately $33.0 million. The 91,000 square-foot office building, currently 77% leased to two tenants, increased the company's stabilized portfolio at March 31, 2011 to approximately 14.1 million square feet.

In April, the company closed on the previously announced $100.1 million acquisition of the Plaza at Yarrow Bay, a four building, 280,000 square foot, 87% occupied office project in Kirkland, Washington. 15% energy bills shocker in pipeline; Fuel bills to soar by 15%.(Business)

GAS and electricity prices are expected to surge by 15 per cent in two stages this year with the first to be unveiled this month.

The initial rises - up to five per cent - will be followed by doubledigit increases towards the end of the year as energy companies seek to pass on soaring wholesale gas prices.

Independent price comparison service energyhelpline.com said a new round of increases could be announced within weeks following continued instability in the Middle East and North Africa, the Japanese nuclear catastrophe and surging demand from the booming economies of China and India.

Under new regulations, energy companies must give customers 30 days' warning before imposing price increases.

The wholesale gas price for the next two years has hit 70p a therm - a 56 per cent rise on the price last April of 45p.

The spot price - what it would cost to buy tomorrow - is 56p a therm, a massive 75 per cent yearon-year rise over the figure of 32p last year.

This inflationary pressure has forced the hands of the Big Six suppliers - British Gas, npower, Scottish & Southern Energy, EDF, ScottishPower and Eon - which have been scrapping their best tariffs and replacing them with more expensive ones.

In the past two months, seven of the best deals have been pulled, including the cheapest internet tariff - the EDF Online S@ver v8 at [pounds sterling]876 a year for the average customer, a typical saving of [pounds sterling]274.

The latest offer to be withdrawn is the company's Fixed Price deal running until 2013 at an average [pounds sterling]1,019, which offered a typical saving of [pounds sterling]131. Mark Todd, director of Energyhelpline said: 'Suppliers are seeing wholesale prices continue to rise because of world events and many investors are not happy with the profitability levels of some energy companies.

'They want prices to be increased even more on top of the recent average rise of 5.9 per cent over winter.

'A major price movement of about 15 per cent is expected in the August to November period, but suppliers are currently thought to be considering smaller spring price adjustments even before then.'

The typical household energy bill is [pounds sterling]1,150 a year, but this would increase by [pounds sterling]172.50 if a 15 per cent price rise was introduced.

Hands off the Net. (business leaders' views on Internet regulation)

Electronic commerce is the great pro- mise that has yet to be fulfilled. While 70 million Americans are signing onto the Web regularly, only a minority does so to purchase products. The majority of electronic commerce remains business-to-business transactions. Americans are still far more likely to get the latest news, rather than the latest fashions, in cyberspace. Yet there are clear successes: Amazon.com is America's biggest bookstore. Egghead Software holds hyperauctions in cyberspace to sell off surplus wares. Loyal Wal-Mart shoppers can browse for discounts at the retail giant's Web site.

And now Washington wants into the act. The House Commerce Committee, under the leadership of Thomas Bliley (R-Va.), has held a series of hearings on e-commerce. While governors are salivating at the prospect of taxing electronic transactions, the House has passed - and President Clinton promises to sign - a bill that would prohibit any such activity.

At the other end of Pennsylvania Avenue, The White House released "A Framework for Global Electronic Commerce" in June 1997, which articulated a minimalist approach to government intervention in electronic commerce. After providing a Universal Commercial Code for Electronic Commerce and protecting intellectual property, there's not much more for the government to do, according to the framework. And in November 1997, The TransAtlantic Business Dialogue, an international group composed of executives from such giants as Coca-Cola, Erickson, Ford, France Telecom, Goodyear, Pfizer, and Time Warner, released a report that called for governments to sit back and let markets evolve standards for privacy protection and encryption. Governments, the report asserted, should refrain from levying special taxes on electronic transactions, while working with the private sector to harmonize international legal standards and protecting intellectual property.

How do the nation's business leaders feel about the government's rightful role in fostering an environment in which e-commerce will flourish? CE asked several CEOs and thought leaders for their views on the issue.

To help ensure America's leadership in e-commerce, our government should first drive investments in bandwidth needed by homes and businesses by implementing the 1996 Telecom Reform Act, meant to allow local competition. And there should be a "firewall" between old-world telephone regulations and new-world Internet activity. General revenue funds should be used to connect schools and libraries to the Internet--not funds tied to the monopoly-based universal service system. Congress should enact the Internet Tax Freedom Act moratorium on Internet taxation, while we sort out how e-commerce is fairly and effectively taxed. Finally, industry and government should cooperate to guarantee on-line privacy and security and U.S. export controls on encryption should be eliminated.

As we enter the Information Age, we should establish in law a very important principle: that information should be made available as freely and as widely as possible throughout the world. To the fullest extent possible, it should not be taxed, and it should not be regulated. Legislation that I wrote - the Internet Tax Freedom Act - bans taxes that single out the Internet - such as bit taxes, Internet access taxes, and levies on Internet-specific goods and services including e-mail, Internet relay chat, and file transfers of all kinds. It was recently passed by the House of Representatives and is awaiting action in the Senate. It's a good start - and a vital step forward in seeing to it that the Internet is not shackled by government regulation and taxes.

The Internet's prosperity thus far is clearly linked to its open and decentralized nature. To preserve that independence, industry leaders need to act decisively to develop a system for self-regulation - an international code of conduct or "Bill of Rights" - for electronic commerce. For self-regulation to be effective, industry leaders also need to put systems in place to ensure security and protect the privacy of users. Providing industry steps forward with a clear and responsible plan, government can maintain a "hands off"' role.

Precluding shopping today includes concerns about credit card fraud and ["Big Brother watching and gathering information."] To ameliorate the latter, the industry, and not the government, must develop and self-enforce appropriate practices that protect consumers' personal information and data. The best role that the government can play today for electronic commerce is to take a wait-and-see approach, allowing the industry to mature through evolution, rather than government intervention.

Democratic Gov. Jim Doyle on Monday defended his last-minute insistence that lawmakers cap enrollment in virtual charter schools as Republicans continued to slam the proposal as unfair.

Lawmakers have tried to keep the schools open after a December court ruling said they were violating state laws on teacher licensing, open enrollment and charter schools. If lawmakers adjourn next month without changing the laws, as many as 12 schools that enroll 3,500 students could start closing as early as next school year.

Doyle recently told lawmakers he would veto any bill that does not cap enrollment while officials study several issues related to the schools, which allow students to learn from their homes using the Internet.

That infuriated Republicans and one Democratic senator, who thought they had a bipartisan agreement on a bill. They claim the enrollment cap would deprive some students of an educational option that might work better for them than traditional public schools.

Republican members of the Assembly education committee kept up the criticism during a hearing Monday.

"There are a lot of kids in the state that are going to be hurt in the next couple of years," said Rep. Scott Newcomer, R-Hartland.

The Republican-controlled Assembly is advancing a plan that doesn't include an enrollment cap, but pressure is mounting on lawmakers and Doyle to come to agreement to avoid school closures.

Doyle said he cannot understand how lawmakers could oppose his plan, which he said allows current students and their siblings to enroll in the schools during the study. He and other Democrats said it would be irresponsible to allow the schools to grow without knowing how well students are being served and the effect on public schools and taxes.

Doyle said lawmakers never sought his blessing before announcing a bipartisan deal on Jan. 24 that would allow the schools to stay open.

Rep. Brett Davis, R-Oregon, and Sen. John Lehman, D-Racine - who lead the education committees of both houses - drafted the agreement. Education Superintendent Elizabeth Burmaster backed the deal, and Doyle said that day that if it was good enough for Lehman, he could probably support it but he wanted more details.

Doyle waited until Feb. 18 - the day before the Senate planned to take up the measure - to warn in a letter that any bill without an enrollment cap and an audit of the schools would be vetoed.

The Senate voted 17-16 to accept those changes, capping enrollment at next year's level for two years before allowing it to gradually increase to 4,500.

TMC Communications Expands to New Santa Barbara, Calif., Location.

Nov. 9--Santa Barbara-based TMC Communications is expanding again, offering local companies a new choice for phone service.

It's another big move for the local firm that's used to taking on industry heavy hitters like SBC Communications and Verizon Communications.

TMC has been around for 20 years and provides various voice and data services to commercial and residential customers throughout the nation. These range from local and long-distance services offered as stand-alone products or bundled packages, dedicated long distance, dedicated Internet access, private lines, calling cards and audio and Web conferencing.

Now the profitable company led by John Marsch is growing again, with new products and expansion into a new downtown headquarters.

In competition with Verizon, TMC is seeking Santa Barbara businesses to sign up for local phone service. It's offering basic local service at a savings of 25 percent. Customers who sign up for TMC's local service can add long distance for 3{ cents per minute. TMC uses the same public switched network as the major telephone company.

More than 60 companies have made the switch to TMC since it began offering the service on Sept. 4, said Susan Davidson, account executive for TMC. It's advertising for a handful of positions to help handle this growth.

TMC is the second Santa Barbara firm to offer local phone service to compete with Verizon. Blue Casa launched earlier this year in Santa Barbara, serving residential customers between Oxnard and San Luis Obispo.

TMC has battled the incumbent phone companies for six years in the business phone market. TMC does plan to get into the residential phone service segment, but not this year. When it does, it will use the same public switched network as Verizon and Blue Casa.

"We want to do phone service the right way," said Mr. Marsch, TMC's founder, chairman and CEO. "We give live customer service. We have very accurate billing."

He said the company is large enough to meet complex telecommunications demands yet is small enough to offer personal service.

TMC said its year-to-date revenue is up 25 percent over last year, impressive given the economy and industry challenges. The privately held company expects 2003 revenues to reach $30 million.

TMC is licensed as able to sell its services to customers in 48 states. That required a separate approval process and tariff (or fee) arrangement with each jurisdiction.

Other companies that have a national footprint include Sprint, AT&T and MCI. TMC has approximately 18,000 commercial customers.

TMC and Blue Casa are among a wave of companies challenging the big boys, acknowledged Jon Davies, a Verizon spokesman.

"These companies are coming in and taking advantage of the unbundled network pricing that basically allows competitors to use the network at a cheaper rate than it costs us," Mr. Davies said, explaining that the Public Utilities Commission sets the rates. "At the moment, the rates are quite a bit below the rates we can charge. We're operating on interim rates now."

Verizon believes its size and experience set it apart, Mr. Davies said. "People can see that the competitors don't offer the same level of service as the more established businesses."

He noted that Verizon and SBC are delivering "very good" and "generally good" phone service, respectively, to Californians, according to an Oct. 30 report by state regulators.

TMC is among the most established companies in the telecommunications sector based in Southern California. It launched in 1982 to compete against AT&T for long distance and grew into one of the largest telecommunications companies in California. Mr. Marsch sold that company in 1990 to a Swiss holding company. While under a U.S. noncompete agreement, he worked on a few international telecom ventures. Then in 1997, after his noncompete agreement expired, he relaunched the current TMC.

In fall 2001, the company received approval to provide local and long-distance services to all California business and residential customers within the SBC Pacific Bell service territory. For many customers, TMC said, this provided the first opportunity to receive local phone service, long distance and data services all on one bill from one telecom company.

With that change, TMC quickly outgrew its Santa Barbara headquarters and expanded, opening a satellite office in Bakersfield and a 10,000-square-foot customer care and provisioning center in Folsom. The new local service is primarily sold by Ms. Davidson, and other TMC services are sold through its network of more than 250 independent agents across the nation.

TMC is on the verge of signing a lease to expand its headquarters from 5,000 square feet to 8,500 square feet in downtown. The company employs 22 people in Santa Barbara and 45 overall.
